
Carolina Access for Public Entities or “CAPE” is
the supplemental provider network of the County Health Plan.
The County Health Plan is administered by the
North Carolina Association of County
Commissioners (NCACC) and is designed
exclusively to serve the needs of county
governments and county entities. While
CIGNA's Open Access Plus network is the
official provider network of the County
Health Plan, CAPE provides the County Health
Plan with the flexibility to add providers
to the County Health Plan network even if
they are not members of CIGNA.
