Welcome to the County Health Plan
A group benefits program that covers the counties that cover our state.

The County Health Plan is owned by the North Carolina Association of County Commissioners, a non-profit organization that represents all 100 counties in North Carolina. The CHP was created by counties to serve the needs of counties and county entities and offers affordable, flexible medical and dental plans.

The Association partners with CIGNA and CareMark to provide counties with more options so they can design a group benefits plan that best suits their specific needs. The County Health Plan offers dedicated county-focused coverage without the hassle of working with a large carrier with limited knowledge of county business and less flexibility.

Additionally, the Association started CAPE – Carolina Access for Public Entities. CAPE is a provider network that is wholly-owned by the NCACC. It is a growing network that includes health-care providers across the entire state. CAPE is a supplement to the CHP's primary network, which is the CIGNA Open Access Plus network.

Because the County Health Plan is owned by the NCACC, our focus is not on our bottom line. Our focus is on our customers, from providing affordable coverage and a vast network for members to providing competitive rates for counties and county entities.
